‘IPS, IAS officers should file performance report online’, Centre

NEW DELHI: From now on wards IAS and IPS officers should file performance reports online, the Centre has said. The rue is expected to check delay in submission of confidential reports and claims of bias in giving low ratings to an officer to affect his or her career growth. According to the draft rules formed by Department of Personnel and Training (DoPT), “Performance Appraisal Report shall be generated and written by the officer reported upon electronically as prescribed by the central government”. Draft rules said, the comments of reporting, reviewing and accepting authority shall be recorded electronically if he is a government servant. Political executives can record their comments manually. The new draft rules said, once approved, will be applicable to members of all India services–Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFoS). The DoPT has planned a new timeline for completing Annual Performance Appraisal Reports (APARs) of bureaucrats in time. Every year by January 15 the disclosure of such reports must be submitted. Union territories and chief secretaries of state governments must send their comments by March 15. The DoPT has said in a communiqué that, “If no reply is received within the stipulated time, it will be presumed that state government has no objection to the proposed amendments”.
