Rachakonda: In an ongoing drive against spurious seed offenders to create a sense of safety and security among the innocent farmers’ community for their investments on cotton farming and to preserve public order in Rachakonda Police Commissionerate, the Commissioner of Police invoked PD Act against 2 of the inter-state notorious spurious cotton seed offenders. They along with their gang members were continuously and repeatedly indulging in the selling of banned herbicide-tolerant cotton seeds in the limits of Rachakonda Commissionerate and Nalgonda District. Undoubtedly, the acts and misdeeds committed by the accused not only landed the poor farmers in a perennial trap but also cheated them and their dependent families with conspiracy beyond recovery which ultimately resulting in suicides of farmers and thereby affecting the public order adversely.
The accused Chinthala Venkateswarlu, Pathlavath Kishan Naik, Putta Venkata Ramana, Nomula Venkanna, and Vagalagaani Ashok formed into a gang. Pathlavath Kishan Naik and Putta Venkata Ramana will procure seeds from Nandyal of Kurnool District. They shift the seeds to the Godown of Nomula Venkanna at Brahmanapally of Abdullapurmet Mandal where they mix with other seeds. Further, they do Seed treatment by mixing chemicals to the procured cotton seeds and fill them into existing branded covers like Billa Seeds, Pavani Seeds, Sapranch Gold seeds, etc. and send them in to open market. Vagalagaani Ashok who is having experience in the marketing field will make wide publicity with the dealers, farmers and induce them that their cotton seeds yield good crop and gives high revenue and thus gaining wrongfully and causing wrongful loss to the innocent farmer community. They sell each seed packet weighing 450 grams at the rate of Rs 500/- in the open market, All the accused invest equal amounts in the business and also share profits equally.
They have sold out the above said spurious seeds in Shadnagar, Nalgonda area in contravention of the provisions laid under Seed Act, 1966 for illegal processing, packaging, and sell the spurious cotton seeds to the farmers and also in contravention of the provisions under section 420 IPC & Seeds.
In a tip-off. Hayathnagar Police and Agriculture officers of Hayathnagar Mandal apprehended the accused 1) Nomula Venkanna, 2) Vagalagaani Ashok, and 2 of their associates on 09-06-2020 while they were found processing Spurious cotton seeds in a Godown at Plot No.12/A at Brundavana colony, Brahmanapally village of Abdullapurmet Mandal. One of these gang members namely Putta Venkata Ramana was already detained under the FD Act on 12-08-2020 and detained him in Central Prison, Cherlapally
With a view to present said accused 1) Nomula Venkanna, 2) Vagalagaani Ashok from acting in a manner prejudicial to the maintenance of public order. Preventive Detention orders are invoked against them by Sri Mahesh M.Bhagwat IPS., Commissioner of Police, Rachakonda as a part of the preservation of peace and maintaining public order in Rachakonda and to check the menace of Spurious seed offenders, executed detention orders on them and detained them in Central Prison. Cherlapally on 16-08-2020.

Vagalagaani Ashok, Son of Mallaiah, aged: 32 years, Occ: Marketing and Resident of Plot No: 40, Ramanujan Colony, Munaganuru (V) of Hayathnagar Mandal.
