Kerala: DGP Dr. TK Vinod Kumar, a distinguished officer of the Indian Police Service (IPS) from the 1992 batch, has voluntarily retired from his service to embark on a new journey as a professor at a prestigious American university. His decision to transition into academia comes after an illustrious career in law enforcement, marked by a series of significant contributions and achievements.

Before entering the civil services, Mr. Vinod Kumar began his professional journey at the Oil and Natural Gas Corporation (ONGC) after completing his engineering degree from the Indian School of Mines, Dhanbad. His early career was shaped by his technical background, but his commitment to public service led him to join the IPS, where he quickly made a mark with his dedication and expertise.

Throughout his extensive career, Dr. Vinod Kumar served in several critical capacities across various regions of Kerala. His early postings included roles as Assistant Superintendent of Police (ASP) in Kollam, Kattappana, and Thiruvananthapuram Cantonment sub-divisions, where he earned a reputation for his strong leadership and commitment to maintaining law and order. His progression in the service saw him taking on the role of Superintendent of Police (SP) in the Crime Branch across multiple districts, including Thiruvananthapuram Rural, Kottayam, Ernakulam Rural, and Palakkad. His tenure as the City Police Commissioner of Kozhikode further underscored his ability to handle complex urban law enforcement challenges.

Dr. Vinod Kumar also made significant contributions to the state’s law enforcement infrastructure as the commandant of the 4th and 5th battalions, where he played a crucial role in maintaining the operational readiness and discipline of these units. His leadership skills were further recognized with his appointments as Deputy Inspector General (DIG), Inspector General (IG), and Additional Director General of Police (ADGP), where he was instrumental in shaping policy and strategy at higher levels of the police hierarchy.

One of his most notable assignments was his role as the Head of Intelligence in the Internal Security Department, where he served for over six years. In this capacity, Dr. Vinod Kumar was responsible for overseeing critical intelligence operations that were vital to the state’s security, contributing to the prevention of threats and ensuring public safety.

In addition to his roles within Kerala, Dr. Vinod Kumar also made a significant impact on the national level during his tenure at the Sardar Vallabhbhai Patel National Police Academy in Hyderabad. As Deputy Director and later Joint Director, he was involved in the training and development of the next generation of IPS officers, imparting his vast knowledge and experience to future leaders in law enforcement.

His international experience includes serving as part of the United Nations (UN) Mission in Bosnia and Sierra Leone, where he contributed to peacekeeping efforts in these conflict-affected regions. This global perspective further enriched his understanding of international law enforcement and security practices.

Dr. Vinod Kumar’s academic achievements are equally impressive. He earned a Doctorate in Criminal Justice from Indiana University in the United States, a testament to his commitment to continuous learning and academic excellence. His research and insights have likely contributed to the broader discourse on criminal justice and law enforcement, both in India and internationally.

Throughout his career, Dr. Vinod Kumar has been recognized for his exceptional service. In 2011, he was awarded the President’s Meritorious Service Medal, acknowledging his dedication and significant contributions to law enforcement. A decade later, in 2021, he received the President’s Distinguished Service Medal, further cementing his legacy as one of India’s most respected police officers.

As Dr. Vinod Kumar transitions to his new role in academia, he carries with him a wealth of knowledge, experience, and a distinguished record of service that will undoubtedly benefit the students and the broader academic community at the American university where he will be teaching. His journey from an engineer at ONGC to a celebrated IPS officer and now a professor reflects a career dedicated to service, learning, and the pursuit of excellence.
