Repeat Offenders Booked Under KAPA

Kerala, Ernakulum Rural, May 6, 2025 – In a determined crackdown on habitual offenders, two individuals with repeated criminal involvement have been booked under the Kerala Anti-Social Activities (Prevention) Act (KAPA) in separate cases within Ernakulam district.

Attempt-to-Murder Accused Detained in Viyyur Central Jail

Ranjith (35), a resident of Maalil House, Muppathadam, has been detained under KAPA and lodged in Viyyur Central Jail following a detention order issued by District Collector N.S.K. Umesh, IAS. The preventive action was taken based on a detailed report submitted by Rural District Police Chief, Ms. M. Hemalatha, IPS.

Ranjith is a known repeat offender with a long history of serious crimes including attempt to murder and grievous assault, with multiple cases registered at Binanipuram Police Station. His latest arrest is linked to a violent incident in Muppathadam in late December, where he allegedly attempted to murder a local resident. The case, registered under relevant IPC sections, led to his apprehension by a team led by Inspector V.R. Sunil of Binanipuram Police Station.

Spirit Smuggler Banished from District for Six Months

In a separate incident, Viju (52), of Kallaraykkal House, Gothuruth, Chendamangalam, has been banished from Ernakulam district for a period of six months under KAPA. The expulsion order was issued by Ernakulam Range DIG Dr. Satheesh Bino, IPS, following a report from Rural SP Ms. M. Hemalatha, IPS.

Viju has been consistently involved in illicit spirit transportation, cannabis smuggling, and related offences across several police station jurisdictions over the past five years. His most recent involvement was in a spirit smuggling case registered by the Palakkad Town South Police in December 2024.

Strict Action to Ensure Public Safety

The use of KAPA in these cases reflects the police department’s resolve to address the menace of habitual offenders and ensure the safety and peace of the public. Both preventive detention and district-level banishment are legally sanctioned methods under the KAPA to deter criminal elements who repeatedly disrupt public order.

The Kerala Police, under the leadership of senior officers, continue to closely monitor repeat offenders and are committed to employing all legal provisions available to curb anti-social activities in the state.
