Uttarakhand: Flawless security measures, well-organized traffic arrangements, and smooth travel facilities implemented under the guidance of Mr. Deepam Seth, Director General of Police, Uttarakhand (covering Dehradun, Haridwar, Rudraprayag/Chamoli, and Uttarkashi), are to be established as the SOP for winter travel. Alongside ongoing preparations, the following directives have been issued for action:
Appointment of Nodal Officer:A senior-level police officer must be designated as the Nodal Officer in each district, and the action plan for the Winter Chardham Yatra should be developed and executed accordingly.
Police Force Deployment:Police personnel should be stationed at key winter halts and travel routes of the four Dhams based on requirements.
Daily Reporting:Information on pilgrims, vehicles, and other travel details during the Winter Chardham Yatra should be submitted to police headquarters through the Garhwal monitoring system.
Security Coordination:
Security frameworks must be developed through meetings with temple committee officials at all four Dham winter migration locations.
Contingency Plans:
Separate contingency plans should be formulated to ensure passenger safety during incidents like terrorist attacks, bomb blasts, earthquakes, landslides, natural disasters, and major accidents.
Briefing of Police Force:
All deployed police personnel should be thoroughly briefed on precautionary measures, crowd management strategies, and the faultless security system to be maintained.
Disaster Management:Disaster management teams and SDRF personnel should be deployed in pre-designated disaster-prone areas along with essential rescue equipment, ensuring quick response and effective rescue operations in case of emergencies.
Over speeding Prevention:A comprehensive strategy should be developed to prevent overspeeding, and strict action should be taken under the provisions of the Motor Vehicle Act.
Inspection of Black Spots:Pre-identified accident-prone areas (black spots) along travel routes must be re-inspected. Necessary safety measures such as parapets and crash barriers should be installed in coordination with relevant departments.
Overloaded Vehicles:Pilgrim vehicles exceeding their authorized capacity should not be allowed to proceed, with appropriate legal action taken against violators.
Warning Boards and Landslide Alerts:Warning boards must be installed in collaboration with the district administration at locations with bad roads or prone to landslides. In the event of landslides, passengers must be informed in advance, and alternate routes should be made available.
Weather and Road Updates via SMS:Passengers should be regularly informed of weather conditions and road closures through bulk SMS alerts.
