During these sessions, it was emphatically communicated that a marked improvement in behavior could lead to the removal of their rowdy sheet, signifying a clean slate.
Conversely, those who persisted in disturbing public peace were cautioned about the stringent measures that would be enacted against them. This included the possibility of invoking the Preventive Detention Act (PD Act) and, in severe cases, expulsion from the city. These measures were outlined in explicit detail to underscore the gravity of the consequences that could result from continued disruptive behavior.
