Andhra Pradesh: The Director General of Police, Andhra Pradesh, Mangalagiri, through the referenced correspondence, has reported that the Government of Andhra Pradesh, recognizing the increasing threat posed by narcotic drug trafficking and cultivation, has proposed the establishment of the Elite Anti-Narcotics Group for Law Enforcement (EAGLE). This specialized unit will be headquartered in Amaravati and will include one Narcotic Police Station and 26 District Narcotics Control Cells, one in each district of the State.
The primary objective of EAGLE is to combat the rising menace of drug trafficking and abuse within the State. Its formation aims to serve as a critical unit in ensuring public health, social stability, and security across Andhra Pradesh. This specialized unit will focus on the prevention, investigation, and prosecution of drug-related offenses throughout the State.
The structure, mission, jurisdiction, and organizational framework of EAGLE are detailed in Annexure-I of this Government Order (G.O.). The Narcotic Police Station, headquartered in Amaravati, will have jurisdiction across Andhra Pradesh. The Station House Officer, designated as a Deputy Superintendent of Police, along with supporting staff and operational components, is outlined in Annexure-II. Additionally, the functions of the District Narcotics Control Cells are described in Annexure-III. The allocation of motor vehicles for EAGLE will be finalized and issued in due course.
Personnel selected for deputation to EAGLE will undergo induction training as approved by the organization. The tenure of police personnel at the EAGLE Head Office, Narcotics Police Station, and District Narcotics Control Cells will generally be for three years, with a maximum duration of five years. Uniformed personnel deployed in EAGLE will be eligible for a 30% special allowance during their tenure.
The head of EAGLE is authorized to procure the required furniture as proposed in the referenced communications. The Director General of Police, Andhra Pradesh, is also requested to coordinate with the Hon’ble High Court of Andhra Pradesh to establish five Special Courts/Fast Track Courts in the districts of Visakhapatnam, Rajamahendravaram, Vijayawada, Guntur, and Tirupati.
The recurring expenditure for EAGLE, amounting to Rs.8.59 Crores (Rupees Eight Crores and Fifty-Nine Lakhs only), covering personnel pay, allowances, and related operational costs, will be met under the relevant budget head for the fiscal year 2024-25. Budgetary provisions for non-recurring and other recurring expenses will be made in due course.
The Director General of Police, Andhra Pradesh, is instructed to take further necessary action in this regard.
