Rachakonda: On 19.7.2020 during the evening hours, on receipt of credible information, the sleuths of the Special Operation Team(SOT), LB Nagar Zone along with the Ghatkesar Police nabbed six persons namely Bonu Kiran Kumar, Kammachichu Rajashekhar, Parvathala Naveen Kumar, Konda Mallikharjun, Manthena Bhargav and Gaddam Laxman who indulged in illicit transportation of sand from a sand reach location on the outskirts of Malyala village of Mulugu District by fabricating the forged waybills/ transit passes in consultation with some of the outsourcing employees of TSMDC and thereby caused huge loss to the revenue of Government of Telangana state. Seized net cash of Rs.3, 20, 000/-, one portable printer, one laptop, one fake waybill/transit pass, 2 TSMDCL billing rolls and 9 mobile phones from their possession.
In view of the existing demand of sand which is a prominent ingredient in the construction field and in order to prevent the illegal transportation of sand, the Government of Telangana has issued orders for online booking of sand in respect of the identified sand reaches in the state through its official website Sand Sales Management and Monitoring System (SSMMS) under the supervision of Telangana State Mineral Development Corporation Limited (TSMDCL).
The existing procedure to transport the sand in the state is that after getting the online sand order receipt approved by the Sand Sales Management and Monitoring System (SSMMS), the customer has to produce the same to the on-duty Sand Reach Officer at the sand reach concerned who in turn verifies the receipt online and allows the vehicle inside the sand reach. After loading the sand in such a vehicle the Sand Reach Officer collects the order receipt and issues waybill/transit pass to that vehicle clearly mentioning the delivery address with the validity of approximate delivery time. This is the actual procedure. But some of the miscreants are committing the illicit transportation of sand by creating fake and forged waybills/transit passes in consultation with some of the employees of TSMDCL.
In this instance, on 10.6.2020 one lorry bearing No.TS-05-UC-8369 belongs to one Bachupally Madhukar (A-1) being driven by its driver Kore Ramakrishna (A-2) was caught under the limits of Ghatkesar Police Station while the sand was being transported illegally with a fake waybill/transit pass from Malyala sand reach of Mulugu district. On the same day, a case in Cr No.254/2020 U/s 420, 471, 379 IPC was registered in Ghatkesar Police Station and the lorry driver, Kore Ramakrishna(A-2) was remanded for judicial custody. Subsequently the lorry owner A-1 has got anticipatory bail from the competent court on 9.7.2020. As per the direction of the Hon’ble court, the A-1 has surrendered before the IO of this case and was enlarged on bail. However, in order to find out the facts, the confessional statement of A-1 Madhukar was recorded in which he disclosed about the running of illicit transportation of sand from the Malyala sand reach by its contractor in consultation with the employees of TSMDCL. In pursuance of the confession of the A-1 Bachupally Madhukar detailed inquiry was done to find out the truth.
