Rachakonda: On 16th December 2020 Reward Mela of Rachakonda Police and Prosecution officers for the successful conduct of prosecution ensuring convictions in 62 cases from Feb to December organized at PBR function Hall, Nagol, LB Nagar. Commissioner of Police, Rachakonda, Mr. G.Sudheer Babu, DCPs with Police and prosecution officers attended. As per the instructions and guidance by the Director-General of Police, Telangana to improve the quality of investigation for securing convictions, Rachakonda Commissioner Mr. Mahesh M Bhagwat IPS has strengthened, developed an effective system of monitoring, brainstorming sessions, and conducting classes by the Court duty officers to all stakeholders in all Police Stations to get more convictions with the collaboration of public prosecutors,
During the period from Feb 14 2020 total (89) accused persons were convicted in (62) cases. Among them, convictions were secured for life imprisonment in (7) cases and 20 years RI in (1) case. Similarly, convictions were also secured in other cases i.e., 8 years RI in (1) case, 7 years RI in (3) cases, 5 years RI in (1) case, 3 years RI in (7) cases, 2 years RI in (5) cases and up to one year and fine in (37) cases.
The Chief Guest Dr. Jitender IPS, Addl. DGP Law and Order commended all awardees and specially mentioned their efforts in bringing the grave cases to the conviction stage. In his speech, he stated that since the formation of Telangana State, the prime focus of the Government is the maintenance of law and order as a safe and secure State only can ensure development. Telangana State Police has been working relentlessly towards the goal which is evident from the fact Telangana is considered as one of the safest states in the country in maintaining law and order. Talking about the importance of convictions, he stated that in the criminal justice system, the victim should is reduced to a witness while the emphasis is on justice to the accused but the agony of crime is brunt by the victim and the public will repose faith in the criminal justice system only when accused are convicted. “We should hear from the victim that Police are doing a great job and not from criminals,” he opined. He appreciated the Court Duty Officers and cited how a CDO who took a keen interest in securing the presence of a wheelchair-bound witness for the trial which ended in life imprisonment. He advised the officers to have a focussed approach on those cases which are likely to get convictions rather than putting efforts in those cases which generally have fewer chances of conviction so that the conviction rate improves even more. He commended the coordination of the two subsystems of the criminal justice system i.e. the Police and Prosecution in Rachakonda Commissionerate under the leadership of Mr. Mahesh Bhagwat, CP Rachakonda which is bearing fruits in the form of the high number of convictions. He gave away the certificates and cash rewards to all officers. Smt Vyjayanthi Director of Prosecutions has appreciated the initiative of CP Rachakonda ie. the conviction reward mela which is novel and emulative in bringing together the prosecuting and police officers and motivating them to secure more and more convictions,
Mr. Mahesh M. Bhagwat IPS, CP Rachakonda congratulated all officers who have been pulling out all the stops to get convictions. In his speech, he stated that this is the second reward mela in the year 2020 as the first one was held when convictions were secured in the sensational Hazipur cases on 5th February He said that criminals think that they will never get caught, even if they get caught they think that they will not get convicted and even if they get convicted they think that they will get less punishment. Every criminal should be punished based on his criminal activities. The system should not be a criminal justice system but the victim justice system. He stated that speedy trials through fast track courts, pursuance by officers of all ranks are helping in getting convictions early. It is to be noted that the CP himself attended the trial at Nalgonda court 4 times in the Hajipur case when crucial witnesses were examined. He stated that Rachakonda Police got a conviction in 69 cases in which 82 accused were convicted out of which life imprisonment was awarded in 7 cases, 20 years sentence awarded to all 4 accused in Maheshwaram gang rape case, 8 years imprisonment in 1 case, 7 years imprisonment in 3 cases, 5 years in 1 case, 3 years in 7 cases, 2 years in 5 cases and up to 1-year imprisonment in 5 cases. He also congratulated and thanked all Rachakonda police officers for the conduct of incident-free GHMC elections. He also appreciated the efforts of ACP Mr. Pruthvidharrao who worked as ACP LB Nagar for more than 2 years and recently transferred to the Intelligence department.
Mr. Sudheer Babu, IPS Addi CP Rachakonda while addressing the officers said that if we don’t apprehend the criminal, they will try to commit more crimes. If criminals are left with no conviction, then the victim will try to take revenge. If the criminal is found guilty, he/she will be socially isolated people will keep them distances. So, criminals need to be rehabilitated. The certainty of the punishment is important along with severity. The victim expects instant justice but it is not possible. One major problem with getting convictions early is the victim turning hostile. But for the past few years, the judiciary is trying to help the Police in giving more convictions in cases with strong and valid evidence. We should always try not to let the victim remain a loser. “We should try hard and the convictions will come in a flow,” he added.
DCP LB Nagar Mr. Sunpreeth Singh IPS stated that Telangana Police has stood among the top in convictions in the country. He appreciated all officers for their hard work. Similarly. ACPs Malkajgiri, Ibrahimpatnam, and several Inspectors of the Commissionerate who achieved permissible Ul cases and maximum compounding of cases during the Lok Adalat held on 12th December, the PD Cell officers who toiled in ensuring getting PD orders and CCRB team of officers under Mr. Jagadish, Inspector of Police for coordinating and pursuing the trials and other court-related matters.
Ms. Shivani WPC, Uppal Police Station who was awarded a National level NCRB award by Union Home Secretary for excellent performance in CCTNS entry was felicitated by the senior officers.
Also, Mr. Pruthvidhar Rao former ACP LB Nagar who recently transferred to Intelligence was given farewell and his services during his tenure commended. Similarly, new ACPs Mr. Sreedhar Reddy, of LB Nagar, Mr. Purushottam of Vanasthalipuram, Mr. Shyam Prasad of Malkajgiri, and Mr. Srinu of CAR were welcomed to Rachakonda Commissionerate.

LIFE AND IMPORTANT CONVICTIONS
1.Husband gets life conviction for killing his wife
Case No. Cr.No.77/2016 U/s 302, 498-A IPC of Balapur P.S, Rachakonda
The facts of the case are that the A1 Aakupogu Naresh with the connivance of his parents A2 & A3 harassed his wife Mrs. Aakupogu Soudeshamma, 30 yrs over family issues. On 14-02 2016, at about 1400 hrs, a quarrel ensued between wife and husband over a small issue of not providing egg omelet to A1 in lunch. All of a sudden, the A1 became wild and hit his wife with a pestle. He also poured kerosene and set fire to her as a result of which on 18-02-2016 she died due to burns. The L.O collected evidence and on completion of investigation, he filed the charge sheet on 15-02-2016.
During the trial, on 28-02-2020, the Hon’ble II ADJ Court at L.B Nagar, RR District Mr. V.Venkata Seshu Babu convicted the accused A1 Aakupugu Naresh to undergo LIFE IMPRISONMENT. The Accused A2 and A3 were acquitted.
2. Man sentenced to life in Hyderabad Pharma student rape case
Case No. Cr.No.461/2019 U/S 365, 366, 354, 506,376 (2) (n) 417, 419, 420, 70 IPC of PS
Hayathnagar, Rachakonda
The facts of the case are that the accused Ithem Ravi Shekar alias Ravi, 48, met with the victim under the pretext of getting her a job and kidnapped her on July 24, 2019. She was rescued a week later and Ravi was arrested soon after. Initially, a kidnap case was registered
at Hayathnagar police station, but after the victim’s rescue, police found that Ravi had sexually assaulted her multiple times during her forced stay with him. After careful analysis of CC footage and technical evidence, the Police Hayathnagar and SOT identified the accused car number in the above case, and arrested him on 03-08-2019, and remanded him to judicial custody. P.D Act was invoked against the accused and the speedy trial was conducted.
During the trial, on 19-03-2020, the Hon’ble 1st Special Court for Atrocities against Women’s Court at LB Nagar convicted the offender and sentenced him to LIFE IMPRISONMENT and Imposed Fine Of Rs 90,000/-.
3. Woman gets life imprisonment for murder and theft
Case No. Cr.No.214/2016 U/s 302, 380 IPC of Meerpet PS, Rachakonda
Facts of the case are that the accused A1 Balasubramanyam, 28 yrs, and A2 Mrs. Ch Yadamma have murdered the deceased Mrs. Nagalakshmi, 60 yrs r/o Plot No.68, Venkatadri Nivas, Badangpet by hitting her head to the floor and committed theft of Gold pusthelathadu with pusthelu, one pair of ear tops with maties, one ring and one pair of silver anklets.
During the course of the investigation, the IO collected evidence, arrested the accused A2 Smt Ch Yadamma on 07-06-2016, and sent her to judicial remand. On completion of the investigation, the 10 filed charge sheet against A2 in the court seeking NBW against A1 as he was absconding and his whereabouts could not be traced.
During the trial, on 18-05-2020, Sri B.Suresh, Hon’ble XIII ADJ Court at LB Nagar convicted the accused A2 Ch Yadamma w/o Balasubramanyam, aged 34 yrs, Occu: Pvt. Work r/o Girmapur village, Medchal Mandal for LIFE IMPRISONMENT conviction and imposed fine of Rs.4000/-.
4. Husband gets life imprisonment for causing dowry death of his wife
Case No. Cr.No.372/2015 U/S. 302, 304-B, 498-A, 406, 201, 202, 203 IPC & Sec. 3, 4 & 6 of D.P Act. OF PS Uppal, Rachakonda.
The facts of the case are that the marriage of deceased Mrs. Reetu Sareen, 29 yrs, Air Hostess of Jet Airways was solemnized with accused A1 Sachin Uppal on 30-11-2013. A2 Smt Sima Uppal is the mother and A3 Kotagiri Rakesh Kumar is a college friend of A1. The Al and A2 have subjected the deceased to cruelty to harassment for additional dowry. On 19-04-2015 A1 and A3 consumed beer in a Bar and at 11.00 pm they went to the house of A1. A3 was changing TV channels to watch cricket matches. But the deceased objected to him and also reprimanded him. On that, Al picked up a quarrel and started beating the deceased with hands. In that process, the deceased sustained a head injury and died. The accused A1 tried to screen the evidence. During the course of investigation, the IO collected evidence and on completion of investigation, he filed a charge sheet in the court.
During the trial, on 18-08-2020, the Hon’ble II ADJ Court at LB Nagar convicted the accused A1 Sachin Uppal to undergo LIFE IMPRISONMENT conviction and imposed a fine of Rs10,000/- The accused A2 and A3 were acquitted.
5. Husband gets life sentence for the murder of his wife
Case No. Cr.No.1463/2015 U/s 302, 498 A IPC of P.S L.B Nagar, Rachakonda
The facts of the case are that the marriage of deceased Mrs. Gova Laxmamma with accused Anantha Ramulu aged 33 years, Occ: Labour R/o Hut at Bhagyanagar Colony, Hasthinapuram, North extension, LB Nagar was solemnized about 15 years ago. The accused was addicted to alcohol and used to harass his wife mentally and physically for money to have alcohol. On 24 11-2015 at 2200 hrs, the accused poured kerosene over her and set fire. On hearing her hues and cries the nearby people rushed to the spot and extinguished the fire, and shifted her to OGH Hyderabad for treatment, while undergoing treatment she succumbed to the burns on 28.11.2015. During the course of the investigation, the 10 collected evidence and filed the charge sheet.
During the trial, on 06-10-2020 the Hon’ble III ADJ Court At L.B Nagar convicted the accused G. Anantha Ramulu S/o Laxmaiah, aged 34 years, Occ: Labour R/o Bhagyanagar Colony, Hasthinapuram, LB Nagar N/o Narsampally(v) Vangoor(m) Mahaboobnagar to undergo LIFE IMPRISONMENT and imposed fine of Rs 1,000/-.
6. Man gets life sentence for killing his mother
Case No. Cr.No.503/2016 U/s 302, 201 IPC of P.S Meerpet, Rachakonda
The facts of the case are that, on 13-07-2016 in the early hours, the deceased Mrs. Yadamma, 80 yrs r/o Plot No.159, Adityanagar, Gurramguda, Saroornagar Mandal, RR District died under suspicious circumstances with a head injury and nail marks on the throat. Initially, a case was registered under section 174 Cr.P.C. 10 collected evidence and arrested the son of deceased Burusu Kondaiah. Wherein, due to financial matters, on 13-07-2016 at about 0400 hrs, the accused killed his mother by hitting her head to the cot and throttling. He removed the blood-stained clothes of his deceased mother and burnt them. He also cleaned the bloodstains. He wore other clothes to his mother and created the scene as if she fell down and died due to a head injury.
During the trial, on 28-10-2020, the Hon’ble XIV ADJ Court at L.B Nagar convicted the accused Burusu Kondaiah s/o Late Kotaiah, aged 45 yrs to undergo LIFE IMPRISONMENT conviction and imposed a fine of Rs2,000/-.
7. Man gets Life sentence for rape on a minor girl
Case No. Cr.No.493/2014 U/s 366, 376 IPC Sec. 3. (a) r/w 4 & 16 r/w 17 of POCSO Act of Meerpet PS, Rachakonda
The facts of the case are that, prior to 15-08-2014, the accused Vadla Ravi Kumar, Occu: Carpenter r/o Bhupeshgupta Nagar, Karmanghat, Saroornagar Mandal lured 14-yrs old victim girl of Saroornagar Mandal on the pretext of love and marriage. The accused who was already married had taken the victim girl to Sadasivapet and committed sexual intercourse with her in a rented house. Based on the complaint of her father the case was initially registered under the head, Girl Missing and later altered to 366, 376 IPC (Amendment Act, 2013), Sec.3 (a) r/w 4 and Sec.16 r/w 17 of POCSO Act, 2012. During the course of an investigation, the accused Vadla Ravi Kumar was arrested and remanded. On completion of the investigation, the case was charged.
During the trial, on 09-11-2020, Mr. B.Suresh, Hon’ble Metropolitan Sessions Judge at L.B Nagar convicted the accused for LIFE IMPRISONMENT conviction and imposed a fine of Rs.10,000/-.

8. Four Gang-Rape accused sentenced to 20 years
Case No. Cr.No.185/2019 U/s 376 (D) of Maheshwaram P.S
The facts of the case are that on 16-08-2019 night at about 7.30 PM when the victim women went to attend calls of nature, the accused persons namely 1) Rahul Maaji @ Nabhun Maaji, 25 yrs, 2) Manoj Samrat, 23 yrs, 3) Durga Samrat, 20 yrs and 4) Dhaya Nidhi Maji, 20 yrs all native of Odisha State working as a laborer at JMB Brick Kilns at ND Thanda, Maheshwaram and living in same premises have followed her from the backside and took her to an isolated place under the cover of bushes and forcibly committed rape on her one after another and fled away on the arrival of co-workers. During the course of the investigation, the 10 collected evidence, arrested the accused persons A-1 to A-4 on 22-08-2019, and remanded them. On completion of the investigation, the case was charged.
Since the activities of the offenders are prejudicial to the maintenance of Public Order, Commissioner of Police, Rachakonda invoked PD Act against them on 04-11-2019 and detained them in Central Prison, Cherlapally, and a speedy trial was conducted. During the trial, on 07-12-2020, the Hon’ble 1st Special Court for Atrocities against Women.
The court at LB Nagar convicted the offenders and sentenced them to undergo 20 years RI and imposed a fine of Rs. 2,000/- each accused.

9. The accused get 7 years imprisonment for kidnap and rape
Case No. Cr.No.219/2015 U/S 366, 376, 506 r/w 109 POCSO Act IPC. Dated: 27.02.2020 of PS Yadagirigutta, Rachakonda
The facts of the case are that, on 04-09-2015, the accused A1 Kommakula Ramu, 25 yrs with the support of his associates i.e., A2 Kishan and A3 Chiryala Anand lured the 15 years old victim girl r/o Indiranagar colony Yadagirigutta on the pretext of love and marriage, took her to Vijayawada where the accused A4 Narsimha tried to arrange a rented room at Kavali but in vain. Subsequently, the A1 married her in a temple and stayed at Vijayawada on that night, and forcibly committed sexual intercourse with her. Thereafter, Al brought the victim to Yadagirigutta and left her in a bus stand, and went away. A2 & A3 helped A1 in taking away to Vijayawada. During the course of an investigation, the IO collected evidence and on completion of the investigation, he filed a charge sheet in the court.
During the trial, on 27.02.2020 the Hon’ble 1 ADJ Court, Nalgonda, Crime against Women at Nalgonda convicted the accused A1 Kommakula Ramu to undergo 07 years year Rigorous Imprisonment and imposed fine of RS 1500/- and A2 to A4 to undergo 05 years year Rigorous Imprisonment and fine 1000/ each.
10. Accused gets 7 yrs imprisonment for insulting the modesty of a child
Case No. Cr.No.1038/2015 U/s 354 IPC & Sec.9 r/w 10 of POCSO Act, 2012 of Vanasthalipuram PS. Rachakonda
The facts of the case are that on 21-12-2015 the complainant lodged a complaint in Vanasthalipuram PS in which he stated that, he is running a Shop at Vanasthalipuram, his wife along with his daughter aged: 03yrs (at the time of incidence) used to visit his shop to give lunch box to him. As usual, on 21.12.2015 in the afternoon at about 1 PM his wife and daughter went to his shop and gave him lunch box to him, while he and his wife were having lunch, in the meantime, the victim baby went to a nearby Apartment to play with watchman children and other residents as usual. At that time, the accused Mallesh, 35 yrs took his daughter onto a terrace of the apartment with an intention to outrage her modesty and sexually assaulted the child. The IO collected evidence and on completion of investigation, he filed the charge sheet in the court.
During the trial, on 02.03.2020 the Hon’ble IXth ADJ At LB Nagar Sri. R.Raghunath Reddy convicted the accused Puttaparthi Mallesh S/o Naraiah, age 35 yrs, Occ: Watchmen at Vanasthalipuram, N/o M Chandrapuram, Kothagudem, Khammam for 07 Year Rigorous Imprisonment and imposed fine of Rs 1000/-.
11. Two accused in jewelry shop robbery case of Keesara PS gets 8 years imprisonment
Case No. Cr.No.353/2018 U/s 395 IPC & Sec. 25 (1) (B) (a), 27 of Arms Act 1959 of P.S Keesara, Rachakonda.
The facts of the case are that on 18-09-2018 at about 1400 hrs, a gang of dacoity armed with firearms had entered R.K.Jewellery shop situated at Keesara to loot the jewelry. They barged into the shop and threatened the shop owner on the point of Fire Arm. However the shop owner retaliated against them and on being shouted at, the gang fired in the air and escaped. While fleeing from the scene, the offenders robbed one motorcycle from a person who tried to chase the gang members.
The 10 with the help of the IT cell verified CCTV footage and identified two accused persons. Later the images of the accused were enhanced using the latest technology. The Inspector IT Cell personally shared the images in National Police officers’ WhatsApp / Telegram groups and contacted the officers over the phone in order to identify them. Due to this effort, one ASI of Gujarat identified the accused Brinbhushan Butul Pandey and informed his history and his involvement in several dacoity cases including the killing of a police officer in Gujarat. After an exchange of fire, Ankleshwar Police nabbed the gang. The Special Operation Team of Rachakonda was deployed to apprehend the gang. The Rachakonda Police went to Baruch and brought the accused Brijbhushan Pandey alias Butul Pandey and Shashi Bhushan Pandey alias Munna and produced them before Hon’ble court with P.T Warrant. They were taken into police custody for the purpose of investigation and the crime scene was reconstructed. Subsequently, P.D Act was invoked, and detained them in Central Prison, Cherlapally. On completion of the investigation, the 10 filed in court on 23-09-2019. A speedy trial was conducted in the case.
During the trial, on 23-06-2020, the Hon’ble XVI ADJ Court at Malkajgiri convicted the A1 Brijbhushan @ Bootul and A2 Shashibhushan @ Munna to undergo (08) years Rigorous Imprisonment in Cr.No.353/2018 and to pay a fine of Rs.100/- each and convicted A2 to undergo (05) years imprisonment in Cr.No.354/2018.

12. Seven years of jail to husband and mother-in-law for causing dowry death
Case No. CR.NO.346/2016 U/S. 304-B, 498 A IPC OF P.S Malkajgiri, Rachakonda.
The facts of the case are that, on 13-06-2016, the deceased Mrs. S.Leelavathi, 31 yrs is native of Kondur (v), Kotharepudi (m), Krishna district. Unable to bear the harassment of her husband A1 Sabbi Sashikiran Reddy, 35 yrs r/o Malkajgiri and mother-in-law A2 Mrs. Usha, 54 yrs, on 13-06-2016 she committed suicide by hanging at her in-law’s house.
During the course of investigation, the IO examined the complainant and other witnesses and recorded their statements. He visited the scene of the crime and conducted a scene of offense panchanama. The accused A1 and A2 were arrested on 15-06-2016 and sent to judicial remand. Mr. G.Sundeep, ACP Malkajgiri division took up further investigation into the case. On completion of investigation, the case was charged on 25-08-2016.
During the trial, on 08-12-2020, the Hon’ble IV ADJ Court at Malkajgiri convicted the accused A1 & A2 to undergo 7 years RI and imposed a fine of 6000/- each vides SC No.804/2017.
